Warmer Kiwi Homes

The Warmer Kiwi Homes Government programme offering grants covering up to 90% of the cost of Insulation and 80% of the cost of heating for low-income homeowners (owner-occupiers). Homeowners with Community Services Cards, or living in an area deemed as lower-income are eligible for grants covering up to 90% of the cost of ceiling and underfloor insulation.

Insulation Eligibility Criteria

Warmer Kiwi Homes for Homeowners (Owner-Occupiers):

To be eligible for the 80% home insulation subsidy you must:

  • be the homeowner (owner-occupier) and
  • own and be living in a home in an area identified as lower-income (New Zealand SDI* 7 or 8 area) AND
  • own a home built before 2008.

To be eligible for the 90% home insulation subsidy you must:be the homeowner (owner-occupier) and

  • own and be living in a home in an area identified as lower-income (New Zealand SDI* 9 or 10 area) OR
  • have a Community Services Card or CSC endorsed Super Gold combo card AND
  • own a home built before 2008.

Heating Eligibility Criteria

Warmer Kiwi Homes for Homeowners (Owner-Occupiers):

If your home is insulated and you meet the eligibility criteria, you will receive 80% off the cost of a heat pump. It is possible to get a home insulation subsidy and a subsidy for a heat pump.

To be eligible for a Heating grant you must:
  • be the homeowner (owner-occupier) AND
  • have a Community Services Card or CSC endorsed SuperGold combo card, OR
  • own and be living in a home in an area identified as lower-income (New Zealand SDI* 8, 9 or 10 area) AND
  • own a home built before 2008, AND
  • Have no fixed form of heating within a living area.

What does the funding cover?

Purchase and installation to approved standards, of:
Ceiling insulation, underfloor insulation and under-house ground vapour barrier. You need to have both ceiling and underfloor insulation done (if possible) to required standards for funding.

How much will eligible homeowners have to pay?

Eligible homeowners may be required to contribute up to 20% towards an insulation retrofit.

Who can get a Community Services Card (CSC)?

Homeowners and tenants on a low to middle-income can apply for a Community Services card. Do you qualify? The chart below gives you a guide:
