EECA Warmer Kiwi Homes Grant
Up to 90% off the price of insulation and up to 80% off the price of heat pumps
Energy Efficiency Conservation Authority (EECA) Insulation and new Heating subsidies covering between 80% and 90% of the cost are available now for low-income homeowners (owner-occupiers), the programme excludes landlords.
Homeowners with Community Services Cards, or living in an area deemed as lower-income are now eligible for grants covering up to 90% of the cost of ceiling and underfloor insulation and well as up to 80% off the cost of a heat pump.

Home Insulation Eligibility Criteria
- To be eligible for the 80% home insulation subsidy you must:
be the homeowner (owner-occupier) and be living within an area identified as lower -income (SDI 7 or 8) AND
own a home built before 2008.
- To be eligible for the 90% home insulation subsidy you must: be the home owner (owner - occupier) and be living within an area identified as lower-income (SDI 9 or 10) OR
have a Community Services Card or CSC endorsed SuperGold combo card AND own a home built before 2008.
Home Heating Eligibility Criteria
If your home is insulated and you meet the eligibility criteria, you will receive 80% off the cost of a heat pump. It is possible to get a home insulation subsidy and a subsidy for a heat pump.
To be eligible for a 80% off home heating grant you must:
- be the homeowner (owner-occupier) AND
- have a Community Services Card or CSC endorsed SuperGold combo card, OR
- own and be living in a home in an area identified as lower-income (New Zealand SDI* 8, 9 or 10 area) AND
- own a home built before 2008, AND
- Have no fixed form of heating within a living area.
An EnergySmart trained home energy assessor will provide you with a free, no-obligation quote based on your qualification as an eligible home. Once established, homeowners will receive 80% to 90% off the cost of installing insulation and/or a heat pump in their home.
